Meeting with German businessmen working in field of energy and environment

The dialogue was organized as part of a business trip German campaigns in Ukraine, organized by the Bundesministerium fur Wirtschaft und Technologie and German company Commit. During visit, Institute of Sustainable Development organized a meeting with representatives of the Kharkiv Regional State Administration, Public Utility Company "Kharkivkomunochystvod", in Kharkiv City Council, as well as rector of Kharkiv Karazin National University.

Also, discussions were held with business people about the subsequent cooperation in support of Ukrainian projects on energy independence, alternative energy and ecology of urban systems.

A new program on alternative energy was discussed with the Rector of Tauride University

During the visit, representatives of ISD in Tauride National University, was conducted several fact-finding meetings, in particular with the research center for sustainable development, which this year celebrates its tenth anniversary.

During a meeting with university president Nikolai Bagrov, was presented a new program on alternative energy - AECC. Rector said the leader of the Ukrainian education innovation project and supported the idea of cooperation in this field.

Public discussion of the National Action Plan (NAP) of Environmental Protection of Ukraine

In the Aarhus Information and Training Centre of the Ministry of Environment and Natural Resources began public discussions of the National Action Plan (NAP) of Environmental Protection of Ukraine for the period 2011-2015 year. ISD is one of co in this document. The draft NAP was put on the Ministry of December 30, 2010 to examine him NGOs. During this time, the Ministry received over 1300 comments and suggestions concerning the content of the National Action Plan. First Deputy Minister Nikolai Romanov thanked the NGOs for activity demonstrated during the preparation of proposals.
 
Nikolai Romanov also expressed confidence that the Ministry and NGOs can work together ecological finalize National Action Plan in the spirit of constructive and mutual trust.

As a result of public discussion, by February 18 all the proposals on optimization of the NAPs will be considered, is introduced to the project and set out on Ministry of Environment.

Began work site "Transparency land"

"The harmonization of land legislation of Ukraine and Georgia" - this direction has the project "Facilitation of cross-border dialogue to ensure public participation in decision-making ground" Institute for Sustainable Development (Ukraine) and the NGO «Civitas Georgica» (Georgia), which is supported by Black Sea Trust for Regional Cooperation.

The basis of the economies of Ukraine and Georgia is a land use and land reforms - one of the key economic reforms in these countries.
Land reform in Ukraine, which started in 2001 and continues at present. According to sociological agency «InMind» (Ukraine), land reform has become a source of corruption (as they say 72% Ukrainian), and providing for the use of land - was closed and opaque process (say 68% of respondents). These survey results are confirmed by population experts and loud standing land conflicts, which are reflected in the media, commenting policies.

Available land: investment or potential stumbling block of land market

Today, according to State Statistics Committee, Ukraine has about 21,4% of state ownership of land is free, ie no tenant, not used inappropriately, the existence of their local budgets will not dream of filling. Access to information about available land: Can a citizen to go through the turnstile mighty?

For nearly a year of implementing an international project, implemented by NGOs "Institute for Sustainable Development" (Ukraine), a coalition of NGO "Civitas Georgica" (Georgia), supported by the State Committee of Ukraine for Land Resources and the Committee on Agrarian Policy and Land Parliament Rada of Ukraine, supported by Black Sea Trust. As part of this project by monitoring public access to information of citizens of Ukraine on free land in state ownership.

"Who owns the land he owns ..." With your permission, we have attempted to paraphrase the famous saying, but could not find him finish. Research of volunteers of ISD recognized as one of the best in Ukraine "make Ukraine energy saving" the President's Fund "Ukraine"

December 14, 2010 in the hall of the Academic Council of the National Technical University of Ukraine "Kyiv Polytechnic Institute" Kuchma presented awards to winners "make Ukraine energy efficient".

According to the results of scientific work of students of Kharkiv Karazin National University and volunters of ISD Legenka Anna and Natalia Dudina "Energy saving dormitory" (supervisor - Stanislav Ignatiev) is recognized as one of the best.

The competition "Make Ukraine energy-saving" organized by the Institute of Strategic Assessment and the Presidential Fund of the Ukraine Leonid Kuchma. The competition was attended by about 190 participants from different universities in Ukraine. Competition Commission identified three best works, without the allocation of seats. Together with two works that fulfill students of NTU of Ukraine "KPI" students' work and energy-physics department of Kharkiv Karazin National University included among the winners.

Cross-border dialogue between Ukraine and Georgia for land reform

NGO "The Institute of Sustainable Development" (Ukraine) and «Civitas Georgica» (Georgia), supported by the State Committee of Ukraine for Land Resources and the Committee on Agrarian Policy and Land Relations of the Verkhovna Rada of Ukraine, supported by Black Sea Trust implemented the international project "Cross-border dialogue between Ukraine and Georgia to implement land reform".

The project is the construction of intergovernmental and expert dialogue on implementation experience in Ukraine, Georgia to ensure equal and transparent access to information on land resources, including agricultural land.

The project visited a group of Georgian experts to Ukraine. During the visit, meetings were organized with the land users of Kharkiv and Poltava regions, familiarization with the system of agricultural business. The experts also took part in two round tables.

National Round Table "Land Reform in Ukraine: problems, prospects and transparency"

November 26, 2010 in the meeting room of administration of Kharkiv Karazin National University an international roundtable on "Land Reform in Ukraine: problems, prospects and transparency." The round table discussion identified the need for international experts and representatives of various regions of Ukraine of land reform, problems of protection and conservation lands, open information on the status of land resources, the problem of vacant land.

International conference "Formation of public view in transparency of transport of hydrocarbons"

Does the Government of Ukraine, following the Memorandum of Economic and Financial Policy (agreed between the International Monetary Fund and the Government of Ukraine July 16, 2010), the need to introduce a tool EITI?

Given question was devoted to the international conference "The formation of public view in transparency of transport of hydrocarbons", held November 5-6, 2010 in Kiev, in the conference hall "President-hotel". Conference organized by the Institute of Sustainable Development. The event brought together experts from the European Union, Ukraine, Georgia, Azerbaijan and Kazakhstan. To open the dialogue were representatives of Ukrainian politics: the first Vice Prime Minister of Ukraine Andriy Klyuyev, Secretary of National Security and Defense Council, Raisa Bogatyryova, Deputy Energy Minister of Ukraine Igor Kiryushyn, chairman of Naftogaz Ukraine "Eugene Bakulin and as representatives of the gas producing and gas transportation companies. The level of participation of representatives from the authorities is a clear indication, as noted by acting on progress in implementing EITI standards in Ukraine, coordinator of the Association EnerhoTransparentnist "Michael Potter, the new government has not refused to support accession to the EITI, declared in 2009 the previous Cabinet of Ministers and is the main indicator of the irreversibility rate of the country to join the Initiative.

"Energyefficient universities" in Zaporozhye

With the new academic year energy network Greencubator innovation continues a series of conferences on energy efficiency for Ukrainian universities.

September 30 - October 1 Zaporizhzhya National University will be held next conference series "Energyefficient universities". It will create another incentive for more joint efforts by educators, students, scholars, community representatives and businesses to create efficient models of energy efficiency in Ukrainian universities.

This model will allow universities to get out of hopelessly vicious circle, increasingly, energy costs, and for investments in gas fields thousands of miles away, invest in their teachers, students and decent education for them.

Visited the ISD of General Consul of Germany

The project is implemented by a consortium of organizations: the environmental departments of the laboratory and alternative energy of University (Kharkiv, Ukraine), NGO "Institute for Sustainable Development" (Kharkiv, Ukraine), Consulting Company CIM (Dresden, Germany). Project «AECC Project - Alternative Energy Consulting Center» invented in order to create in the Kharkiv region consulting center of alternative energy for the formation of scientific and educational basis for development and implementation of integrated municipal programs using alternative energy and energy conservation.

"Energyefficient universities" in Kharkiv

The aim of the series of conferences "Energyefficient universities" - to redirect funds loops in the energy waste of the highest quality of Ukrainian education - textbooks, higher wages Ukrainian educators, and innovative research projects at universities. Kharkiv KarazinNational University naturally won the competition for the conference series "Energyefficient Universities".

This university has consistently introduces a range of measures to improve energy efficiency. Among them - the Program enerhooschadnosti, found a significant number of new energy efficient windows, doors, installed devices accounting for energy and resources, creating a university center energy consumption.

National Round Table on problems of land reform February 9-10 in Kharkiv was a national round table "Land reform in Ukraine: problems, prospects and transparency"

The round table was attended by scholars, officials, representatives of NGOs, representatives of the Secretariat of the President and staff of the Verkhovna Rada of Ukraine.

During two-day work,event discussed need to change land legislation in Ukraine. Of particular interest was discussion of results of monitoring public officials to provide information on free land.

2010 - International Year of Biodiversity Thus, the UN intends to draw attention to need to protect and rationally use nature of world and join efforts to preserve its ecosystems and protect especially valuable objects of nature

Reported that International Year of Biodiversity in 65 th session of the General Assembly in 2010 will be a one-day high-level meeting with heads of states and governments. As we know, excessive use of freshwater, energy resources, the massive cutting of forests, modern methods of farming, as well as many other human activities affecting the environment, leading to a reduction in biological diversity.

For instance, today threatened with extinction are more than 7 thousand species of animals and nearly 60 thousand species of plants. Recall that a December 20, 2006, General Assembly by its resolution declared 2010 International Year of Biodiversity.

December 17, 2009 in Kharkiv at the Karazin Kharkiv National University and National Technical University "Kharkiv Polytechnic Institute" the Kharkiv regional forum of youth and student organizations "Young Kharkiv - 2009", supported by Office of Family and Youth Affairs of Kharkiv Regional State regional administration. One of organizers of forum - "Institute of Sustainable Development ".

As part of forum was International Video Conference with participation of representatives of student organizations in Moscow, Minsk and Bishkek. According to a forum designed educational and practical programs for young people to prepare high-quality training for local and state authorities.

ISD and coalition "Transparency land" supported by WFD
 
ISD and coalition "Transparency land" within framework of training for community organizations, and conducted by WFD "Laboratory Legislative Initiatives" program "Strengthening of Parliament of Ukraine", prepared a project to organize a campaign to improve impact of legislation providing citizens with information about available land. The project will be held expert meetings to draft amendments to Land Code of Ukraine. As a result of planned discussions with parliamentarians in Verkhovna Rada of Ukraine.

ISD participation in implementation of climate projects
 
ISD representatives attended presentation of climatic projects implemented in Ukraine. Presentation was organized by Norwegian company Norsk Energi. In presentation, held in Kharkiv, attended the governor of Kharkiv region Mr. Arsen Avakov.

ISD presented results of three years work of regional environmental fund. It should be noted that projects fund have a direct positive impact on reducing emissions of greenhouse gases in atmosphere. Activities of ISD was highly appreciated by representatives of Norsk Energi and Kharkiv Regional State Administration.

ISD and "Youth European movement" received support from NAC "Naftogaz Ukraine"
 
Through joint advocacy companies ISD and "Youth European movement" received support from NAC "Naftogaz Ukraine" and Ukrgasproduction for development strategy of energy independence of Ukraine. Joint activities ISD and "European youth movement" will focus on public monitoring of imports, production and consumption of natural gas in Ukraine.

Strategy of Ukraine's energy independence - part of strategy of energy independence of European Partnership. This strategy will be developed in partnership with a coalition of NGO of European Partnership.

Thanks ISD procedures for acquisition of land by new law simplifies
 
With recommendations ISD Verkhovna Rada of Ukraine adopted the Law "On Amendments to Certain Legislative Acts of Ukraine (to simplify the procedure for acquiring land rights) (registration number 4430 from 30.04.2009), which simplifies the procedure of acquiring natural and legal person ownership and use of Plots of land in state and municipal property, as well as expanded rights of landlords and land users to use them. This law amended the Land Code of Ukraine, some articles of the Law of Ukraine "On Land Lease", "State land assessment documentation, on the assessment of land, on land-planing and filed a new wording of article 377 of the Civil Code of Ukraine, the Law on Land area in case of acquiring ownership of a house, building or structure located on it.

In particular, it is envisaged that areas of land within a particular category of land (except agricultural land and land defense) are determined by the owner or by themselves within the requirements established by law to use the land in this category, including town-planning documentation and documentation of land use planning.

Director of ISD participated in conference of civil society leadership network
 
October 30 - November 5, 2009 in Odessa was the third seminar and conference alumni network of leaders of civil society (Civil Society Leadership Network), which combines more than 120 outstanding community leaders, trainers and experts from 5 countries in the region, namely Azerbaijan, Armenia, Georgia, Moldova and Ukraine and Council of Europe. The key themes of the Third Seminar were CSLN question the prospects of regional cooperation of civil society in Azerbaijan, Georgia, Moldova and Ukraine and the relevance of the challenges that face non-governmental organizations on the establishment and implementation of joint projects and initiatives.
The focus of the International Conference Alumni Network of civil society leaders "Eastern Partnership: a bridge to democracy" was focused on issues zaluchennosti civil society to democratic processes in the region, and the role of the NGO sector in cooperation with European institutions.

Network of civil society leaders (Civil Society Leadership Network) is a unique program for the region that provided a communicative platform for 120 independent non-governmental organizations active in Armenia, Azerbaijan, Georgia, Moldova and Ukraine. Participants in the network were of the four areas - think tanks, monitoring organizations, human rights organizations and centers that specialize in the topic of European integration. They were selected through an open national competition in each participating country.

ISD held a regional meeting in the field of global climate change
 
ISD held a regional meeting in field of global climate change with representatives of executive authorities, local government, NGO. Also, in a meeting attended by representatives of enterprises, which in Kharkiv region is largest producers of carbon dioxide.

Group of independent experts presented the results of a global study on effect of greenhouse gases on global climate change. This presentation has led to active discussion between public authorities and businesses.
The results of the meeting, it was decided to develop a regional program to reduce greenhouse gas emissions.

Signed an international agreement on unification of environmental programs in Ukraine and Russia of River Oskil
 
The document was signed within framework of international environmental cooperation between Ukrainian environmental organizations (who coordinates "Institute for Sustainable Development") and Russia's public organizations. Signing of document took place at meeting of foreign ministers of Ukraine and Russia in Kharkiv (Ukraine).

 
Overall program provides, first of all, land protection in basin of river Oskol, protection of fields and meadows of pesticides and destructive plowing. Also, program provides joint protection of migratory animals (wolves, moose, deer, wild boar and other) and birds (storks, great white herons, gray herons, cormorants, ducks and other). The main achievement of document - setting limits on hunting in river floodplain.

We present a strategy to ensure transparent land relations

During round table to ensure legality of land relations in Ukraine, experts of ISD was represented by a strategy to ensure transparent land relations. This strategy - a comprehensive document, which contained an explanation of existing regulations on land use (rental and purchase of land). The document contains algorithms of government officials and farmers in area of lease and obtaining ownership of land. Also, document contains blank documentation for process of land lease. The document was adopted by government officials for execution.

Press conference on TV 

 Director of ISD held a press conference on evolving strategy of energy industry in Kharkшv region. Media representatives were informed about results of implementation of ISD projects on energy saving in social sphere in countryside. Was presented a new document "Strategy for energy saving in Kharkiv region", which was developed by experts of ISD.
 Also, uestions of journalists, was presented to forecast development of energy conservation and alternative energy in Kharkiv region.

Changes in legislation, offered of ISD are accepted

Ministry of Justice of Ukraine has considered offer ISD to a bill of Ukraine «About modification in acts of Ukraine on improvement of procedure statement of property right to lands».
ISD suggests to improve procedure of delivery of state certificates to several land users. Also, ISD has suggested to establish terms of delivery of state certificates and to enter responsibility of officials for infringement of these terms.

New international program of ISD
 
ISD together with partners from countries of Black Sea region have begun development of new international program "Transparency land of Black see region”. Program unites NGO from Ukraine (Institute of sustainable development), Armenia (NGOC Vanadzor), Georgia (Director Junior Achivment), Moldova (European Vector). Program is directed on implementation general experience after optimization of land attitudes and overcoming of corruption in land attitudes. It is planned, that result of program become general reforms in countries in which organizations partners work. From Ukrainian party as partner of program State committee of Ukraine on land resources will act.
